Meeting Called to Order by Chairman Cahalane at 6:30 p.m.
Town Hall, Conference Room #1.
APPOINTMENTS AND HEARINGS:
Public Comment: None at this time.
Deputy Police Chief – Discussion of Town Meeting Article:
Al Todino, Deputy Chief of Police was present to discuss the Town
Meeting article submitted by the Police Department relative to expense
budget needs for FY05.
A memorandum from the Chief of Police dated July 9, 2004 described the
training that would require tuition, lodging and meals. Training needs of
the department in the areas of specialized and advance police training
topics amounted to $16,816.
The amount was reduced to $14,791 at the direction of Deputy Todino.
Lodging for Defensive Tactics Instruction $725 and Traffic Accident
Reconstruction $1,300 would not be a required expenditure.
Motion made by Selectman Green to put forward for the October
Town Meeting the sum of $14,791 to increase the expense budget of
the Police Department as outlined.
Motion seconded by Selectman Myers.
VOTE: Unanimous. 4-0.
The sum of $20,000 requested to be appropriated for the fall Town
Meeting for anticipated costs in energy and gasoline was deferred at this
time.

NEW BUSINESS:
Certification of Appointment Process – Patrol Officer:
Correspondence was received from the Chief of Police dated September 1,
2004 relative to the appointment of Eric M. Foley, Sr. as a full-time police
officer. The appointment fills one of the vacancies within the department.
Enclosed for the Selectmen’s approval was the Hiring Certification for the
Final Candidate. All procedures relative to posting requirements and
background verifications have been completed in accordance with current
Town policy and labor/management agreements.
Motion made by Selectman Myers to certify and accept the
appointment process for the employment of Eric M. Foley, Sr. as
Police Patrol Officer at Step 1.
Motion seconded by Selectman Green.
VOTE: Unanimous. 4-0.
Certification of Appointment Process – Technical Services Librarian:
David Burton, Library Trustees was present to recommend the Board
approve and certify the appointment of M. Bridget Bontrager to the thirty-hour
position of Technical Services Librarian.
Motion made by Selectman Myers to approve and certify the
appointment of Mr. Bridget Bontrager to the position of Technical
Services Librarian as recommended.
Motion seconded by Selectman Taylor.
VOTE: Unanimous. 4-0.

NEW BUSINESS:
Certification of Appointment Process – Site Coordinator:
Gus Frederick, Director of Leisure Services was present to recommend the
Selectmen certify the appointment of Deena Dries to the position of Site
Coordinator to the Kids Klub After School program at Step 1.
All posting requirements have been met for the Hiring Certification for the
Final Candidate appointed by the Town Manager.
Motion made by Selectman Green to certify that all posting
requirements and procedures have been met for the appointment of
Deena Dries to the position of Site Coordinator to the Kids Klub After
School program.
Motion seconded by Selectman Myers.
VOTE: Unanimous. 3-0.
Selectman Taylor abstained.
Certification of Appointment Process – Teacher (Kids Klub):
The Hiring Certification for the Final Candidate as Teacher for the Kids
Klub Preschool program at Step 1 was presented to the Selectmen for
approval.
Motion made by Selectman Myers to certify the appointment of Jodi
Carpentier as Teacher to the Kids Klub Preschool program.
Motion seconded by Selectman Green.
VOTE: Unanimous. 3-0.
Selectman Taylor abstained.

APPOINTMENTS AND HEARINGS:
Request of Rotary Club – One Day Liquor License for Oktoberfest:
The Rotary Club of Mashpee submitted a special one-day liquor license
request for the sale of beer and wine at the Mashpee Oktoberfest to be held
at Mashpee Commons on October 9, 2004 with a rain date of October 10,
2004. Proceeds for the annual event would assist the community.
Motion made by Selectman Myers to approve the Special One Day
Liquor License request of the Mashpee Rotary to sell beer and wine at
the Oktoberfest on October 9, 2004 with an alternative rain date being
October 10, 2004.
Motion seconded by Selectman Green.
VOTE: Unanimous. 4-0.
Request of the Friends of Mashpee Senior Center – Permission to Sell
Mashpee Coverlets:
Correspondence was received from the Friends of the Mashpee Senior
Center dated August 31, 2004 requesting the Selectmen approve the sale
of the Mashpee coverlets in the lobby of the Quashnet School on the
evening of the October 2004 Town Meeting.
Motion made by Selectman Taylor to approve the sale of Mashpee
Coverlets at the October 2004 Town Meeting as requested.
Motion seconded by Selectman Green.
VOTE: Unanimous. 4-0.

NEW BUSINESS:
Execution of Town Meeting Warrant:
The Board of Selectmen reviewed Draft #4 of the Annual Town Meeting
Warrant dated Monday, October 18, 2004. It was noted that the draft
incorporates amendments submitted by Town Counsel.
Article #32: Separate zoning regulations of commercial vs. residential
kennels – To be sponsored by the Planning Board
Motion made by Selectman Myers to approve and execute the Annual
Town Meeting Warrant of Monday, October 18, 2004 at 7:30 p.m. as
amended under Article #36 Police Expense Account: $14,791 and
Article #32 as noted above.
Motion seconded by Selectman Green.
VOTE: Unanimous. 4-0.
It was agreed that no zoning articles would be brought before the Board of
Selectmen unless they have been approved by the Planning Board.
Acceptance of Resignation – Assistant Building Inspector:
Correspondence was received from Russell Wheeler dated September 2,
2004 resigning from the position of Assistant Building Inspector effective
September 17, 2004.
Motion made by Selectman Taylor to accept with regret, the
resignation of Russell Wheeler as Assistant Building Inspector.
Motion seconded by Selectman Myers.
VOTE: Unanimous. 4-0.

NEW BUSINESS:
Acceptance of Resignation – Affordable Housing Committee:
The Selectmen received a letter of resignation from M. Arthur Weinstein
dated August 26, 2004 from the Affordable Housing Committee effective
immediately.
Motion made by Selectman Green to accept the resignation of M.
Arthur Weinstein from the Affordable Housing Committee with
regret.
Motion seconded by Selectman Myers.
VOTE: Unanimous. 4-0.
